C F Harlow was a civil engineer working on the Grand Junction and Grand Union canals. He began his career as an assistant to the engineer, Mr Milner. After Mr Milner's retirement C F Harlow took over his position and then progressed to take charge of a greater length of the canal. He left the Grand Union Canal Company following the outbreak of World War Two but continued to work as an engineer constructing airfield runways.
